The quotation which comes from the last paragraph of a long article is misleading.
What the author is advocating is that the US should use brutal force in attacking Iran with large civilian casualties. He argues that Neocons will say that a limited force will be sufficient to dislodge the Regime which will ultimately fail. Instead, he further argues that bringing the Doves to the war planning to point out the fallacies of the Neocon plans will help to go beyond the Neocon plans and a much harsher attack that will guarantee the ultimate success.
